The Collapse of the 28-Article Ceasefire Plan for Ukraine: How Diplomatic Efforts Continue to Stumble

Europe breathed a deep collective sigh of relief on Monday, as the crisis triggered by the announcement of a new 28-point plan for achieving ceasefire appeared – momentarily – to have been contained. A Washington representative spoke of "substantial progress" after Ukraine-US talks in Geneva. On Monday night, Russian leadership made its retaliation: a renewed assault of rocket attacks on Kyiv.

The Rhythm of Peace Talks and Military Action

The succession of conflicting incidents captured the harsh reality of the recent timeframe. By day, diplomatic battles are waged: optimistic declarations are issued from different nations. Significant resources is allocated on managing specific proposals. By night, Moscow forcefully demonstrates the world that, for them, military action persists as the main instrument for achieving "resolution".

Nocturnal Warfare

As Russia's attack progressed into the early hours of Tuesday, the immediate reality of Ukraine's exposure was laid bare. Ukraine is capable of detecting rocket firings from Russian territory, a capability provided through up-to-date information. From vantage locations, military aircraft that had been scrambled to engage hostile cruise missiles roared overhead – modern combat jets provided to Ukraine by Western partners.

Shortly after, Kyiv's missile defense engaged: several firings targeted at a incoming threat. This was a sophisticated defense system at work, probably supplied through Western nations. Every deployment creates sudden vibrations, causing tremors. The instant of fear quickly becomes grim resignation: perhaps the incoming missile won't cause damage this time, protecting urban areas from devastation and further power outages.

Persistent Threats

Following this, a heavy machine gun engaged a unmanned aircraft in the vicinity, part of a defensive team – almost certainly Western-made equipment. Regrettably, the bullets missed the hostile drone – it maintained course toward its objective.

Periodically, this continued until dawn. Kyiv awoke to the morning news: several casualties, damage and infrastructure problems in many homes as a result of the nocturnal offensive. As typically, everyone still maintained normal activities – enduring hostilities. But those full day demonstrated Ukraine's vital need on external assistance – a dependence that regional partners are clearly incapable to fill in the near term.

Ineffective Peace Efforts

The comprehensive proposal from US administration generated strong feelings, discussion and serious worry – and temporarily diverted attention from Ukraine's largest corruption scandal in years. Yet, we have witnessed similar scenarios, after previous diplomatic encounters and international summits.

Every new initiative from US leadership follows the consistent cycle: a negotiation push against Ukraine, which Kyiv, with allied governments, succeeds in resisting. They manage the tension but never actually win the battle. This trend will, undoubtedly, endure.

Tactical Assessments

It is easy to blame particular leaders of consistently pushing Moscow's conditions. But that does not seem to be the complete picture. Washington operates on a principle understood by international relations experts: you cannot win at the negotiating table what you have lost on the battlefield. The American government presumes that it is impossible to force Russia to surrender the land that it already controls in Ukraine's southern or eastern regions.

The issue is that while recognising this factual reality, US leadership does little to deter Moscow, through diplomacy or military means, from believing that the status quo will not change more in its advantage in the coming year.

Divergent Views

Therefore, Moscow is convinced that the clock favors them – that Ukraine and its partners are nearing depletion. Their motivation to sign a deal that does not give them the largest achievable advantage is almost completely absent. There may be many attempts to end hostilities, but they will continue as long as Russia's leader remains supremely confident in the outcome.

On the contrary, Ukrainian leadership believes that Ukraine can still endure, progressively conceding people and territory but averting a entire defensive failure until situations evolve in its favour.

Present Conditions

Objectively, there are no real preconditions for a truce. Now, individual motivations are becoming relevant: political desires to mediate resolution and obtain worldwide acknowledgment, and Kyiv's twin challenges – on one hand, not to distance important partners, and on the other, to rally Ukrainians around the national cause against any proposal Kyiv finds unacceptable, so that their focus does not move to domestic problems. And although their task will now be considerably more difficult after latest incidents, it remains very improbable that this will modify their basic position.

These two forces are guiding negotiations.

Assessment and Future

It took a mere seven days to terminate the suggested clauses of the most recent proposal. Assertive and inconsistent approach of the matter by American leadership, pushback by Ukraine and the rest of Europe, along with calming attempts of representatives, and finally, current information leaks, all did their job.

While new plans based on established approaches are forthcoming, Kyiv, London and other European capitals should reach an essential realization: Ukraine and Europe will only be able to fend off diplomatic offensives from Washington that are rooted in Kremlin requirements and reflect specific hesitation to modify developments, if they remain united and strengthen their defence capabilities at a considerably quicker tempo. If they do, neither political nor armed coercion will be able to defeat them. In the meantime, Ukraine's capability to defend against evening bombardments will, for the foreseeable future, largely rely on continued Western support.
